Dust someone's pants — шлепнуть по попе (например, ребенка). Дословно - выбить пыль из штанов.
Fancy pants — чересчур хорошо одетый. Буквально - стильные штаны.
Заметим, что этот оборот существует не зря. Одеваться надо в соответствии с ситуацией, и строгий костюм на пляже выглядит так же нелепо, как яркая футболка в офисе.Fancy pants иногда используется и в смысле "sissy" (женоподобный) - но выражение со штанами более мягкое. Smarty-pants (smart-ass, smarty) — сообразительный, хитрюга - с оттенком пренебрежения. Наше "хитрожопый" хоть и очень похоже, но не совсем то: в английском выражении не просматриваются злостные намерения.
